They were stocky-bodied, short-limbed. They were goggle-eyed in the shadows; their aces were road, wide-mouthed, pug-nosed. Their ears were pointed, wide-spread; their hair, black and coarse, they wore in long braided scalp-locks. Their hands were small in proportion to their bodies, and oddly delicate. [...] They were cloven-hooved, like sheep, and [...] the strange shape of their heads was no due to the poor light. They ad horned lying along the cure of their skulls, like mountain sheep.
They were all clothed quite tidily, if shabbily, in shirts and trousers cut down for their small size, and vividly red suspenders that, by the way they tended to stand with their thumbs tucked behind them, were clearly their pride and joy.
"'E looks alright," said one.
"'E ain't a vamp," another said. "So if he ain't alright, we can handle 'im."

They have huge gold eyes and tend to travel in groups, speaking amongst themselves before reaching a consensus (so, if Bob is walking along and spots a group of goblins, only one would speak to him, and he could watch them basically vote on what their reply would be before the appointed leader would voice it). They're utterly harmless, and in fact very helpful.
Location: They could pop up in small groups at various points in and around the city. They're very helpful and social, so they could dovetail nicely with any upcoming reconstruction efforts you guys might have in the works. If promised a place to live, they'd happily help rebuild the travelers with their nimble goblin fingers. They could become a minority population within Asgard, who could be used as minor npcs (Bob wants to set up a restaurant, and hires some goblin waiters to flesh out the numbers until he gets some more Travelers hired).
