The assault on the city will make organization very difficult, but not impossible. If the strike or military teams want to organize something, I'd be happy to hash it out with them! As it stands, the gate that Thiazi is at is the one that is frozen over with the magic ice and is impassible. Characters would need to think of another way to actually get to them.
