They can definitely try to help evacuate the humans and elves that live on the land, but the merpeople can't sustain a human form on land for longer than maybe a couple hours at most before dying ( other than Ran, that is ), so they can't actually evacuate anywhere. :c

But getting the citizens out of Salt Side is absolutely a viable and good option!
