There was a discussion between either stealing his soul and resurrecting him or leaving his soul and killing Freya before she went mad, and they opted to save him instead. There wasn't a poll explicitly for resurrecting him but everyone voted for getting his soul back from Thiazi, and then it was just default to resurrect him after that.
