As it is, there are other characters talking about defense, so you'll want to hear from them too to make sure no toes are getting stepped on with that aspect of a government system? Maybe make the specific focus of this part of it the concerns Keine raised in the post about managing other resources, like food and water. Latroma makes a good point, too, that it'll be easier to make something happen with less players needing to all be active in it. There can always be failsafe plans if characters drop to make sure representative spaces aren't left vacant, but starting out with a system requiring three characters per house feels like too much to wrangle all at once.
I know Machiavelli offered to help her run a forum to get more ideas and discussion from people in person, so there can be another round of ic discussion there. If that's still something you'd want to do, it'll just be a matter of figuring out when to time it with the bodyswap, Conan's festival, and apps coming up.

But yes, twenty seven characters would definitely be a stretch, but that's just an idea of Keine's, to work on that so as to prevent the prospect of people disappearing. OOC wise, it's certainly a better idea to go with a smaller group of people, of maybe three 'leaders' for the whole city, only in charge of preparations for war, or countermeasures in case of other emergencies.
